IAAF Council

With the IAAF President at its head, the IAAF Council consists of 27 elected members and the General Secretary, including one President, four Vice Presidents, one Honorary Treasurer, one representative from the Area groups (6) and 15 individual members. The IAAF General Secretary sits on the Council as an ex-officio member.

Each member is elected by the Congress for a period of four years. The Council administers the affairs of the IAAF, appoints the General Secretary and all Delegates to IAAF competitions, including the World Athletic Series. It has the power to provisionally elect or suspend a Member Federation, and to take urgent decisions. It submits a report and a budget to Congress every two years. It promotes a Development Programme for the benefit of Member Federations who require assistance.

IAAF Congress

The Congress of the IAAF consists of the Council, Honorary Members and not more than three delegates from each National Member Federation. The Congress meets every two years at the time of the World Championships. Elections take place in every even numbered Congress, one vote being given to each Member. The Congress elects the President, four Vice Presidents, the Honorary Treasurer, Individual Members and Committees. The Congress is also entitled to elect, in recognition of valued service, Honorary Life Presidents, Life Vice Presidents and Life Personal Members. The Congress has the power to amend the rules and introduce new events or competitions. It can also grant, on the recommendation of Council, the following awards:

IAAF Veteran Pin, IAAF Plaque of Merit and Admittance to the Hall of Fame.

IAAF National Member Federations

An IAAF National Member Federation is a national governing body for athletics (track & field) affiliated to the IAAF. Only one Member from each country or territory may be affiliated to the IAAF and must abide by the rules and regulations of the IAAF. At present, the total number of countries and territories affiliated to the IAAF stands at 212 (it had been 213 but at the November 2010 meeting of the IAAF Council it was announced that the Netherlands Antilles would cease to exist independently) - placing the IAAF among the world's largest sporting organisations, with more members than the United Nations.

IAAF Commissions

The IAAF Commissions – Athletes', Coaches', Competition, Development, Finance & Budget, Juridical, Marketing & Promotion, Medical & Anti-Doping, Press, Road Running, School / Youth, Sustainable Development and Television - are made up of experts in these specialist areas. Meeting on an annual basis, the Commissions report and make recommendations to the IAAF Council.

The Commissions are appointed by the IAAF Council every four years.

IAAF Committees (elected members)

Cross Country, Masters’, Race Walking, Technical and Women’s Committee Members are nominated by IAAF Member Federations and elected during the IAAF Congress for four-year terms. Meeting on an annual basis, the Committees report and make recommendations to the IAAF Council. Exceptionally, the current IAAF Masters’ Committee will serve a unique two-year term (2011 – 2013).
